कच्चित् सु-अनुष्ठिता तात वार्त्ता ते साधुभिः जनैःkaccit su-anuṣṭhitā tāta vārttā te sādhubhiḥ janaiḥI hope, dear one, that livelihood [agriculture, animal husbandry, and trade] is well conducted for you by good people;
वार्त्तायाम् संश्रितः तात लोकः अयम् सुखम् एधतेvārttāyām saṃśritaḥ tāta lokaḥ ayam sukham edhatefor by relying on livelihood, dear one, this world grows in happiness;
कच्चित् शुचि-कृतः प्राज्ञाः पञ्च पञ्च सु-अनुष्ठिताःkaccit śuci-kṛtaḥ prājñāḥ pañca pañca su-anuṣṭhitāḥI hope that pure, wise men, well appointed in groups of five,
क्षेमम् कुर्वन्ति संहत्य राजन् जन-पदे तवkṣemam kurvanti saṃhatya rājan jana-pade tavajoin together and create prosperity in your country, O king;
कच्चित् नगर-गुप्ति-अर्थम् ग्रामाः नगर-वत् कृताःkaccit nagara-gupti-artham grāmāḥ nagara-vat kṛtāḥI hope that for the protection of cities, villages are made like cities,
ग्राम-वत् च कृता रक्षा ते च सर्वे तत्-अर्पणाःgrāma-vat ca kṛtā rakṣā te ca sarve tat-arpaṇāḥand villages are given protection [like cities], and all of them are subject [to you]?

Here the foundation of prosperity is named as "vartta"—peaceful livelihood. It is significant that the people's happiness grows not through war but through the well-ordered labor of the land and of trade: prosperity rests on creation, not on destruction. Thus the scripture shows livelihood as the support of the world; what follows concerns the protection of roads and of women.
