उग्रप्रतिग्रहीतारं कामयानम् इव स्त्रियः ॥

कच्चित् त्वाम् न अवजानन्ति याजकाः पतितम् यथाkaccit tvām na avajānanti yājakāḥ patitam yathāI hope they do not despise you as priests despise a fallen man,
उग्र-प्रतिग्रहीतारम् कामयानम् इव स्त्रियःugra-pratigrahītāram kāmayānam iva striyaḥas one who takes dues harshly, as women despise a lustful man?

I hope your ministers do not rule the kingdom in such a way that the subjects are greatly terrified by harsh punishment, o bull of the Bharatas? I hope you are not despised -- as priests despise a fallen man, as women despise a lustful man who takes his dues harshly and unjustly?

Here the extremes of severity and unlawful exaction are condemned. It is telling that excessive fear among the subjects is named a misfortune, not a strength of rule: government that rests on terror loses respect. Thus scripture shows that measure and justice preserve a king's dignity; what follows concerns the army and its commanders.
