The rite is given its time and its matter. The time is sandhyā, "juncture": the twilights of morning, noon and evening, the hours when day meets night. The Veda has long held them best for concentration, and the same are named here.
The matter is upacāra, "articles of service": water for washing the feet, incense, a lamp, flowers, food. In the later tradition the word became technical and denotes the items offered to the Deity in order.
Joined with the previous mantra this gives the whole rule: the diagram, the Lord with His own upon it, offerings three times a day. The Upaniṣad requires nothing beyond this.
And the promise is stated with the same generosity and the same doubling as before: "everything comes to him, everything comes to him". The word akhila, "the whole, without remainder", already stood in mantras 2 and 17: they asked about the knowledge by which everything is known — and by the same word the fruit of service is described.
Note that there is not a word here about merits or rights: only about time, about the articles and about constancy. Next will come verses explaining to whom exactly this service brings fruit.
