Three definitions are arranged so that each corrects the one before. Viśva-rūpa — "of all forms": He has every shape. Paraṁ jyotiḥ-svarūpa — "whose form is the supreme light". And rūpa-varjita — "free of form".
The last cannot be read as a denial of form as such: the very same book has just described Him with conch and garland. What is denied is rūpa in the sense of material shape — the kind composed of the elements and subject to wear. Vedānta draws the same distinction in glossing the word arūpavat: He has no form as a separate thing, for the form is Himself.
One means is named: hṛdā saṁsmaran — "remembering with the heart". Not by reason, not by rite, but by the heart; and the word saṁsmaraṇa, "remembrance", links this mantra to mantra 7 of this same part, where a single remembrance turned the river into a ford.
And the promise is given with emphasis: niścitam, "surely", with no reservation or condition.
Note that here the Lord speaks of Himself in the first person: "remembers Me", "My abode". In this part of the book He speaks more and more in His own voice.
