The mantra explains where the many mantras of Govinda known to tradition come from: they all arose from the one of five words, as branches from a trunk.
It is said too who uses them: "Indra and the others, who desire prosperity". Saṅkrandana, "the Shatterer", is a name of Indra. That is, these derivative mantras are repeated by the gods as well, and for the sake of bhūti — plenty, prosperity, and not liberation.
The distinction is made in passing, but it matters. The Upaniṣad does not condemn those who ask for prosperity and does not abolish their mantras; it merely puts them in their places: the root mantra is for those who thirst for freedom, the derivatives for those who seek goods.
Note too the word mānavānām, "for men": the derivative mantras were given to men, whereas the five-worded was communicated to Brahmā by Him Himself. The root and the branches have different origins.
In the next mantra the sages will ask to be told how Brahmā received it — and that account will fill a whole section of the book.
