तद्धर्मगतिहीना ये तस्यां मयि परायणाः ।
कलिना ग्रसिता ये वै तेषां तस्यामवस्थितिः

The mantra speaks of those who cannot fulfil their own duty — and does not reject them.
The cause is named plainly: "those devoured by Kali", that is, people of the age of discord, in which the code collapses, strength is small and life short. Of such a time the śāstras say that the former means become impossible to carry out.
And the condition under which this is no misfortune is stated: mayi parāyaṇāḥ — "having made Me the highest goal", surrendered to Him. On this condition "a dwelling there remains for them" — that is, a place in the abode is kept.
So the book puts in their places two things it has spoken of side by side. Duty performed without self-interest is the road for those who can. Self-surrender is for those who cannot. And both lead to the same place.
From here runs a straight road to what the following mantras will say about worship in the age of Kali and about who is dear to the Lord. And from here too comes all the later teaching that where the means have failed, refuge remains.
