Oṁ. He who is Śrī-Rāmacandra — He is the Lord, and He is all the lunar mansions. Earth, mid-air, heaven! To him be bow upon bow.

The twenty-ninth mantra names the nakṣatras — the twenty-seven lunar stations along which, in the Indian reckoning, the moon moves.
This is not the same as the zodiacal constellations: the nakṣatras measure the moon's path, not the sun's, and by them the calendar of rites and births is kept.
The signs of the zodiac have been mentioned in this book already — in the fifty-third verse of the fourth Upaniṣad of the pūrva, where they adorned the diagram's outer frame. I said then that they mark this: the yantra is an image of time as well as of space.
Here the stars are named He.
Note why a doxology needs star-lore. Because a man's life in these books is marked out by the stars: under which he was born, in which to marry, in which to bury.
And now it is said that the marker is He. Not an impersonal grid on which fate is laid out, but a face.
This directly continues what was said of Yama and of death: everything by which man is governed has a name.
