“And why is ‘namāmi’ said?” — “Because to him bow all the gods, and the seekers of freedom, and the discoursers on Brahman. ‘Lo, now Brahmaṇaspati utters the mantra worthy of praise — that in which Indra, Varuṇa, Mitra and Aryaman, the gods, made themselves dwellings.’ Therefore ‘namāmi’ is said.”

The ninth word is namāmi, “I bow”, and this is no longer a name of His but an act of the utterer.
The mantra, which for thirty-one syllables named Him to whom it speaks, on the last syllables turns to the speaker: “I bow.”
And this is explained in words that Baladeva Vidyābhūṣaṇa cites in the Govinda-bhāṣya: yaṁ sarve devā namanti — “to him bow all the gods”.
Here is the very place for which this book was needed in the exposition of the Vedānta-sūtra. The argument in it is this: He to whom all the gods bow cannot be one of them.
And two more are added: mumukṣavaḥ — “the seekers of freedom”, and brahmavādinaḥ — “the discoursers on Brahman”.
Three classes, and they cover everything: the gods to whom men pray; the ascetics who ask for nothing; the scholars who dispute. All of them bow.
The verse from the Ṛg-veda is taken from the hymn to Brahmaṇaspati, “the lord of the sacred word”, and in it it is said that in the mantra he uttered the gods “made themselves dwellings”.
Okas means “home, accustomed place”. That is, the gods live inside the mantra as in a dwelling.
