Translation
With the sages — Vasiṣṭha and the rest — and with Nīla and the chiefs, let him worship Rāghava with sandal and the rest, with various worthy offerings, having duly performed for Him the repetition of the mantra and the rest.

The worship proper: sandal, offerings, the repetition of the mantra.
Candana is the sandal paste with which the image is anointed; it is the first of the sixteen customary offerings, which include water for the feet, clothing, food and the lamp.
The sages and the monkey captains are named as those together with whom one worships. Not “who are worshipped” — with whom. The worshipper takes his place in their row.
This is a fine and important trait. The rite sets the performer not before the assembly but inside it: he is no spectator at Rāma's court; he is one of those who stand there.
Then — japa, “repetition”. It is named last, after all the offerings, and this is the right order: first receive and entertain, then speak.
The word ārādhayet, “let him worship”, is from the root rādh — “to make gracious, to satisfy”. From it too comes ārādhana, by which the Vaiṣṇavas name worship in general.
The next verse will give that for which this whole Upaniṣad was written: its single verse for memory, which one may repeat without knowing the rite.
