Translation
“Those who say in truth: ‘I am always Rāma’ — they are surely not of the round: they are Rāma, without doubt.” Such is the upaniṣad. Who so knows becomes freed — so said Yājñavalkya.

The chapter ends with words stronger than which the book says nothing: “they are Rāma, without doubt”.
And right there stands the proviso without which all this would be effrontery: tattvataḥ pravadanti — “they say it in truth”.
The word tattvataḥ means “in point of fact, as it is”, and it is set deliberately. Anyone can say “I am Rāma”; to say it in truth is another matter.
What then does “in truth” mean?
The whole chapter gives the answer. Before so'ham sounded, it was said: the fourth is Rāma; the bliss of deep sleep is not the last; He who is within the sleeper is the Lord and all-knowing; and in the very line of identification stood the address “O Rāma”.
So the one who speaks in truth is he who knows whose nature he has found in himself, and does not confuse himself with Him.
The Vaiṣṇava tradition has always read this place so: it speaks of oneness of nature, not of person. We are of one essence with Him — conscious, not material; and therefore “not of the round” — no longer belonging to the wheel.
Note too the turn sadā, “always”. Not “in the hour of contemplation” but always: what you are does not depend on whether you remember it.
