Oṁ. He who is Śrī-Rāmacandra — He is the Lord, and He is he who pervades the world-egg within and without. Earth, mid-air, heaven! To him be bow upon bow.

The thirty-sixth mantra says no longer “He is such-and-such” but “He pervades”: vyāpnoti.
Brahmāṇḍa is “the egg of Brahmā”, the universe; and it is said that He pervades it antar bahiḥ — “within and without”.
This turn is constant in the śāstras and means fullness: there is neither a point within where He is not, nor a limit outside beyond which He would end.
The word vyāpti, “pervasion”, is the very one with which Vedānta describes the Highest's relation to the world when it wants to avoid two extremes: both that He is only outside, like a potter by his pot, and that He is only inside, like the soul in the body.
Note the change of construction. Thirty-five mantras in a row said “He is”; this one says “He pervades”. The difference between identity and presence.
Both speeches are needed, and the book uses both. Had it said only “He is everything”, it would come out that besides the world there is nothing. Had it said only “He pervades”, it would come out that the world is alien to Him.
The next two mantras will name the two in whom this pervasion is accomplished: Hiraṇyagarbha and Virāṭ.
