Translation
Oṁ. He who is Śrī-Rāmacandra — He is the Lord, and He is he who pervades the world-egg within and without — Virāṭ. Earth, mid-air, heaven! To him be bow upon bow.

The thirty-eighth mantra names Virāṭ — “the Shining-forth”, the gross body of the universe.
The pair with the previous mantra is complete: Hiraṇyagarbha — the subtle, Virāṭ — the gross; one is the soul of the cosmos, the other its body.
To Virāṭ is referred the famous hymn of the Puruṣa with a thousand heads and a thousand eyes; and in the Māṇḍūkya he is called Vaiśvānara — the first foot of the Ātman, waking and enjoying the gross.
We read that foot in the tenth paragraph of the second chapter of the uttara, where it was described in numbers: seven limbs, nineteen gates.
Note that in this mantra “pervades within and without” from the thirty-sixth is repeated. The repetition is no copyist's slip: it binds the three mantras into one thought — the pervading, the subtle, the gross.
And more: the thousand-headed Puruṣa we saw in the Śvetāśvatara and in the first khaṇḍa of the Subāla, and the number thousand stood as the upper bound in the ninth verse of the first Upaniṣad of the pūrva, where the arms of the deities were counted.
