The verse seems a repetition, but it holds a word not used before: kevala-ābhāsa — “the reflection of the single”.
Ābhāsa means “gleam, reflection, appearance”. All that is here is called a reflection.
This is gentler than “phantasm”, and more exact. A reflection is not false: it genuinely is a reflection and genuinely proceeds from the light. It is false only for one who takes it for the source.
Recall 2.7: “this universe is only His radiance”.
Sarva-sāmānya — “common to all”: that which is in everyone without exception.
Note the word iha, “here”, standing after the list. Not “there” and not “after death”. Here.
This echoes 4.79: the sun shines openly; the trouble is in the eye.
