कच्चित् संधिम् यथा-कालम् विग्रहम् च उपसेवसेkaccit saṃdhim yathā-kālam vigraham ca upasevaseI hope you make peace and wage war according to time;
कच्चित् वृत्तिम् उदासीने मध्यमे च अनुवर्तसेkaccit vṛttim udāsīne madhyame ca anuvartaseI hope you maintain proper conduct toward the neutral and the middle [neighboring king];
कच्चित् आत्म-समाः बुद्ध्या शुचयः जीवित-क्षमाःkaccit ātma-samāḥ buddhyā śucayaḥ jīvita-kṣamāḥI hope that men equal to you in wisdom, pure, capable of sacrificing their lives,

Here it is stated directly: "victory is rooted in counsel." It is significant that a king's strength lies not so much in his army as in good counselors and the ability to keep a design secret: a mind surrounded by faithful sages is stronger than weapons. Thus the scripture reveals counsel as the heart of power; and next comes vigilance and swiftness in affairs.
