कच्चित् विद्या-विनीतान् च नरान् ज्ञान-विशारदान्kaccit vidyā-vinītān ca narān jñāna-viśāradānI hope men trained in knowledge and versed in learning,
यथा-अर्हम् गुणतः च एव दानेन अभ्यवपद्यसेyathā-arham guṇataḥ ca eva dānena abhyavapadyaseyou welcome with gifts according to their worth and merit;
कच्चित् दारान् मनुष्याणाम् तव अर्थे मृत्युम् एयुषाम्kaccit dārān manuṣyāṇām tava arthe mṛtyum eyuṣāmI hope the wives of men who met death for your sake,
व्यसनम् च अभ्युपेतानाम् बिभर्षि भरत-ऋषभvyasanam ca abhyupetānām bibharṣi bharata-ṛṣabhaand those fallen into misfortune, you maintain, o bull of the Bharatas;
कच्चित् भयात् उपनतम् क्लीबम् वा रिपुम् आगतम्kaccit bhayāt upanatam klībam vā ripum āgatamI hope an enemy who has come to you out of fear, or one powerless,
युद्धे वा विजितम् पार्थ पुत्र-वत् परिरक्षसिyuddhe vā vijitam pārtha putra-vat parirakṣasior one defeated in battle, you protect as a son, o Partha?

Here mercy is shown as part of a king's duty -- toward the learned, toward the families of the fallen, and even toward the defeated enemy himself. It is telling that one who has come for refuge, even a foe, must be guarded "as a son": in this lies the seed of śaraṇāgati, the surrender that the righteous do not refuse. Thus scripture shows protection of the weak as the highest valor; what follows concerns the king's impartiality.
