Here the instruction reaches its summit: the king, terrible to his enemies, must be a father to the defenseless. It is telling that after weapons and defense the speech comes to the blind, the mute, the maimed, and those without kin: true strength is measured not by the fear it strikes into enemies, but by the protection it gives the weak. Scripture thus shows mercy toward the helpless to be the crown of a king's duty; what follows is Yudhishthira's answer to everything.
