Here the highest image of a king is set forth: a parent to all subjects. It is telling that impartiality and safety are named as the measure: a good ruler is fearsome to no one, being equal to all as a father and mother are to their children. Thus scripture shows fatherly evenness as the crown of rule; what follows concerns war against an enemy in distress.
