कच्चिज् ज्ञातीन् गुरून् वृद्धान् वणिजः शिल्पिनः श्रितान् ॥
अभीक्ष्णम् अनुगृह्णासि धनधान्येन दुर्गतान् ॥
कच्चिद् आयव्यये युक्ताः सर्वे गणकलेखकाः ॥
अनुतिष्ठन्ति पूर्वाह्णे नित्यम् आयव्ययं तव ॥
कच्चिद् अर्थेषु संप्रौढान् हितकामान् अनुप्रियान् ॥
नापकर्षसि कर्मभ्यः पूर्वम् अप्राप्य किल्बिषम् ॥
kaccij jñātīn gurūn vṛddhān vaṇijaḥ śilpinaḥ śritān ||
abhīkṣṇam anugṛhṇāsi dhanadhānyena durgatān ||
kaccid āyavyaye yuktāḥ sarve gaṇakalekhakāḥ ||
anutiṣṭhanti pūrvāhṇe nityam āyavyayaṃ tava ||
kaccid artheṣu saṃprauḍhān hitakāmān anupriyān ||
nāpakarṣasi karmabhyaḥ pūrvam aprāpya kilbiṣam ||
"I hope you constantly support with wealth and grain your kinsmen, teachers, elders, merchants, craftsmen, and those who have taken refuge with you and fallen into need? I hope all the accountants and scribes charged with income and expenditure report to you on income and expenditure every morning? I hope you do not remove from office those skilled in affairs, who wish you well and are dear to you, without first proving them guilty of some fault?".

Here generosity toward those in need stands beside strict accounting and fairness toward servants. It is significant that a worthy man cannot be removed without fault: justice protects the faithful just as mercy protects the weak. Thus the scripture shows the union of compassion, order, and justice; what follows concerns the placement of people and the welfare of farmers.
