नित्ययुक्तो रिपून् सर्वान् वीक्षसे रिपुसूदन ॥

"I hope you know the eighteen [official posts] of the enemy and the fifteen in your own [camp] through three spies each, unknown to one another — knowing all their vulnerable points? Here rule demands unsleeping knowledge of both one's own people and others'. It is significant that spies are placed in threes, unknown to one another: truth is verified by several witnesses, and vigilance is not entrusted to a single source. Thus the scripture reveals prudence as part of the safeguarding of the kingdom; and next comes the priest and the astrologer.
