बहिस्तदायुधैः पूज्यो नीलादिभिरलङ्कृतः । वसिष्ठवामदेवादिमुनिभिः समुपासितः

Outside He is worshipped through the weapons, adorned by Nīla and the others, and worshipped by the sages — Vasiṣṭha, Vāmadeva and the rest.

The last circle of living persons, and in it three classes.
The first — the weapons. The bow, the arrows, the quiver are worshipped separately, as persons in their own right; so it is done in all the diagrams, and this is no oddity: the Lord's weapons are held to be animate.
The second — Nīla and the others: the monkey captains, each with his troop. Nīla led the army at the siege.
The third — the sages. Vasiṣṭha is the family preceptor of the house of Ikṣvāku, the one who crowned Rāma; Vāmadeva is Daśaratha's second priest.
And with them the list ends. Counting from Sītā on the knee: the wife, the brother, the bhakta, the brothers, the allies, the captains, the ministers, the gods, the weapons, the sages.
Here is the whole diagram of the living. Notice how it is built: from the nearest outward, and nearness is measured not by rank.
The next verse will begin everything anew — but now with lines and letters: “having drawn the three-lined enclosure, let him write in the middle…”. What was a placing of persons will become writing.
