ओं यो ह वै श्रीरामचन्द्रः स भगवान् ये चैकादश रुद्राः भूर्भुवः सुवस्तस्मै वै नमो नमः

Oṁ. He who is Śrī-Rāmacandra — He is the Lord, and He is all the eleven Rudras. Earth, mid-air, heaven! To him be bow upon bow.

The thirty-third mantra names the eleven Rudras.
Rudra means “the roaring” or “the red”; in the Ṛg-veda he is the dread deity of the storm and at the same time a healer, from whom remedies are asked. Later the name passed to Śiva.
The eleven Rudras the Bṛhadāraṇyaka explains thus: the ten breaths in a man and the eleventh — himself; when they depart, those who remain weep, and hence they are called “the ones who make weep”.
This explanation is worth remembering, because it sets the Rudras not in heaven but in the body.
In the fifty-first verse of the fourth Upaniṣad of the pūrva the Vasus and Rudras were contemplated on the petals of the diagram, one to each letter of the mantra.
Here they are named He — and named after the Vasus, as in the old count.
Note that the name of Rudra has already flickered in this book among the words of the secret code — in the fifty-eighth and sixty-second verses of the fourth Upaniṣad, where it served as a letter-marker.
