The fourth Upaniṣad ends with a prohibition, and the prohibition must be understood rightly.
“It must not be given prākṛte jane” — to a man prākṛta, that is, “natural, unworked”. The word is from the same root as prakṛti: unrefined, living by nature alone.
The prohibition is not of estate. The speech is not of birth but of state: to the unready — do not give. The Gopāla-tāpanī made the same proviso, and all the books on mantras make it.
The reason is simple and has been visible throughout the Upaniṣad: what is described here is a craft, and without a teacher there is no key to it. We have read the eight verses of the code and said honestly that we do not decode them.
But the chief thing in the verse is not the prohibition but the turn before it: īśvareṇāpi durgamam, “hard of access even for the Lord”.
It sounds impossible. What can be hard for God?
The answer this whole book gives is this: hard for Him is what He does not take by force. He waited at Śabarī's for a command; He consented to the test at Sugrīva's; He sat on the throne and explained to the listener.
Closeness cannot be taken by might — hence it is hard of access even for the Almighty. Of this the whole uttara-tāpanī will speak.
