Oṁ. He who is Śrī-Rāmacandra — He is the Lord, and He is that very ferrying Brahman. Earth, mid-air, heaven! To him be bow upon bow.

The fourth mantra returns to the chief word of the second chapter: tāraka, “the ferrying one”.
There a whole chapter was about it: Bhāradvāja asked what the tāraka is and across what it ferries; he was answered with the analysis of the six sounds and the list — the womb, birth, old age, death, the round.
Here all of it is compressed into three words.
And it is set in fourth place, right after the three mantras of bliss. The order is telling: first it is said what He is, then — what He does for us.
Note that the one who asked about the tāraka was the same Bhāradvāja who opened this chapter with the question about the mantras. The book remembers its interlocutors: he asked by what one crosses, and now receives that by which one praises.
Knowledge and praise prove to be about one thing.
