The twenty-seventh mantra names the sun.
In Vedic literature the sun is not one of the luminaries but the chief visible likeness of the Highest. The Gāyatrī is addressed to it; the Īśā Upaniṣad ends with a prayer to the solar disc, that it draw aside the golden lid and reveal the face of truth.
And Rāma is a descendant of the Solar line, sūrya-vaṁśa; tradition derives the house of Ikṣvāku from Vivasvān.
Here, then, both the genealogical and the cosmic are said at once: He whose line is from the sun is the sun.
Recall too the fourth paragraph of the fifth Upaniṣad of the pūrva, where the three lights served Him as a seat: sun, moon and fire. There the sun was the mat; here — He Himself.
There is no contradiction: the one is said of the diagram, the other in the doxology. The worshipper lays the luminaries beneath the feet of the Praised One and at once calls Him by those luminaries.
