हृदयात्सम्परित्यज्य सर्ववासनपङ्क्तयः यस्तिष्ठति गतव्यग्रः स मुक्तः परमेश्वरः

सः मुक्तः परम-ईश्वरःsaḥ muktaḥ parama-īśvaraḥhe is free, he the supreme lord; he is liberated, he the highest master
अनुवाद
“Who, having cast out of his heart all the ranks of the vāsanās, abides with bustle gone — he is free, he is the supreme lord.”

The verse closes the series on leaving, and closes it with high praise: saḥ muktaḥ parameśvaraḥ — “he is free, he is the supreme lord”.
This must be read as in 4.75 and 4.84: the language of praise, not identification in dominion.
Note the word vyagra — “bustling, scattered”. It occurred already in 3.18 of the village dog, and in 4.91.
Freedom is described through the absence of bustle, not through might.
Sarva-vāsana-paṅktayaḥ — “the ranks of the vāsanās”. The word paṅkti means “row, file, line”. The inclinations are drawn up in ranks, like an army.
And they are cast out hṛdayāt — “from the heart”. Not from the head.
That is the place where everything is decided; it was spoken of in 2.48 and 4.92.
