वैराग्येणाथ शास्त्रेण महत्त्वादिगुणैरपि यत्संकल्पहरार्थं तत्स्वयमेवोन्नयेन्मनः

स्वयम् एव उन्नयेत् मनःsvayam eva unnayet manaḥby that let him himself uplift the mind; with that let him raise his consciousness himself
अनुवाद
“By dispassion, by scripture, and by virtues such as greatness — by whatever serves the removal of design — let him himself uplift his mind.”

The verse gathers the means and subjects them to a single measure: saṅkalpa-hara — “that which takes away design”.
Serviceable is what removes design. The rest is indifferent.
Note that among the means are named mahattva-ādi-guṇāḥ — “virtues such as greatness”. That is, even one's own good qualities are fit for the work, if they serve this.
Svayam eva unnayet — “let him uplift himself”. The verb unnī — “to lead upward, to raise”.
This echoes 5.135, where the mind is to be pulled out like an elephant from the mire, and the famous Gītā verse: uddhared ātmanātmānam.
In its last verses the book returns to its constant rule: oneself.
