मनस्ताद्दृग्गुणगतं रसतन्मात्रवेदनम् क्षणाच्चेतत्यपां शैत्यं जलसंवित्ततो भवेत्

“The mind, having entered such qualities, in an instant is aware of the coolness of waters — the knowing of the subtle element of taste; thence arises the awareness of water.”

The fourth element: water, and its property is taste.
Note the detail: apāṃ śaityam — “the coolness of waters”. Before the taste is named, the sensation of coolness is named.
Rightly so: we recognize water first of all by the cold on the skin.
And note the verb cetati — “is aware of”. Not “produces” and not “creates”. The element arises as an awareness.
Nowhere in this whole section is it said that the mind makes matter. It is aware of it — and it is.
Recall 5.47: the being of things is no other than cognition.
Jala-saṃvit — “the awareness of water”, not “water”.
