The verse repeats 4.15 word for word.
Repetition in this book is always significant: it returns to what was said when it wants the reader to pause upon it.
Note the addition sarvatra — “everywhere”. In 4.15 it was simply “I am ever no doer”; here — “everywhere”.
That is, not only in spiritual matters but in the most ordinary.
Samatā — “evenness” — will become the chief word of this chapter's first verses; it will sound three times in a row.
And it is named parama-amṛta — “the highest immortality”. Not bliss, not vision, not power: evenness.
The explanation why was given at 4.15: remove the doer — and there is no one left to keep the account of merit and blame, and all our unevenness comes of that account.
