The verse answers the question hanging over the whole book: what to do with duality and non-duality.
The answer: both are manifestations of one śakti, “power”, and that power is paramātma-mayī — “made of the Supreme Ātman”.
Note the verb vijṛmbhate — “unfolds, stretches itself, yawns”. A living, bodily word: so one speaks of a flower opening or a man stretching on waking.
The world was not built; it unfolded.
And again līlā — “play” (6.1, 6.43, 6.59).
This is a passage of the first importance for the Vaiṣṇava reading: the power is named as belonging to the Supreme Ātman, and it is also named non-dual. So non-duality does not cancel Him whose power it is.
The dispute of Advaita and Dvaita the book resolves not by choosing but by pointing to the Owner.
