Here force is measured against the adversary: the weak by strength, the strong by intelligence. It is significant that the loyalty of subjects is placed before fortresses and armies: where the people and allies are devoted, the kingdom is unconquerable from within. Thus the scripture shows the devotion of hearts as the chief stronghold; what follows concerns the honoring of learning and of brahmins.
