Here the instruction reaches its summit: the king, terrible to his enemies, must be a father to the defenseless. It is telling that after weapons and defense the speech comes to the blind, the mute, the maimed, and those without kin: true strength is measured not by the fear it strikes into enemies, but by the protection it gives the weak.
