ayam dharmaḥ sarveṣām bhūtānām madhu asya dharmasya sarvāṇi bhūtāni madhu yaḥ ca ayam asmin dharme tejomayaḥ amṛtamayaḥ puruṣaḥ yaḥ ca ayam adhyātmaṃ dhārmaḥ tejomayaḥ amṛtamayaḥ puruṣaḥ ayam eva saḥ yaḥ ayam ātmā idam amṛtam idam brahma idam sarvam
This dharma is the honey of all beings, and all beings are the honey of this dharma. And the shining immortal person who is in dharma, and the shining immortal person who is in the body as righteousness — that is this ātman. This is the immortal, this is Brahman, this is all.

The eleventh wave leaves the elements behind: dharma is declared to be honey — the world-order and law, "the power over power" of the first adhyāya (1.4.14). Dharma is the honey of beings: in it they have shelter and concord; beings are the honey of dharma: the law lives by those who keep it, as a melody by those who sing it.
The inner partner is dhārma, a man's righteousness: the inborn sense of the true, the conscience. And in both — the law of the world and the conscience of the heart — there is one shining Puruṣa: conscience is not a social habit but His presence in the breast, the same Lawgiver from within. That is why the tradition calls the Lord dharma-setu, the bridge that guards the order: the law is sweet because Someone who loves holds it from both sides.
