This person made of mind, luminous with truth, is within the heart, like a grain of rice or of barley. He is the lord of all, the ruler of all: he governs all this, whatever there is.

A pearl of the khila is the vidyā of "the grain in the heart": manomayaḥ… bhāḥ-satyaḥ — the person made of mind, "luminous with truth", dwells in the heart at the size of "a grain of rice or barley" — and he is sarvasyeśānaḥ sarvasyādhipatiḥ, the lord and ruler of all!
Smallness and omnipotence in one verse — the familiar paradox of Śāṇḍilya (ChU 3.14: "smaller than a grain, greater than the worlds") and of the dahara-vidyā: the Lord fits into a point without ceasing to govern the universe; greatness is not measured by bulk. For bhakti this is a verse about the Lord in the breast: the One who governs "all this, whatever there is" is nearer to you than your pulse — and small enough for a heart to hold Him, as a casket holds the seed of all the worlds.
