All this converges in resolve, consists of resolve, is established in resolve. Heaven and earth were resolved; wind and space were resolved; the waters and heat were resolved. By their resolve the rain is formed; by the resolve of rain, food; by the resolve of food, the breaths; by the resolve of the breaths, the mantras; by the resolve of the mantras, the rites; by the resolve of the rites, the world; by the resolve of the world, everything. Such is resolve. Venerate resolve."

Resolve grows into a cosmic principle: "heaven and earth were resolved" (samakḷpatām — the same root!). The world did not happen — it came about like a decision carried through; and the whole ladder of nature — rain, food, breath — is held by the chain "by the resolve of… by the resolve of…", like a contract in which every clause refers to the one before.
Here an echo of the sixth chapter is audible: tad aikṣata — "It looked: may I become many" (6.2.3). Creation began with Being's resolve, and therefore everything created bears a resolve within it: the world has not only a composition but an intention. For a bhakti heart this is no abstraction: to live in a resolved world is to live in a world in which one was wanted; and to honour the saṁkalpa is to bring one's own small resolve into accord with the Resolve on which the sky stands.
