The formula of the antaryāmin is applied to the next vesture: the mind. The same four members: He is within; the mind does not know Him; the mind is His body; He rules it from within. And the same conclusion: he is your ātman, the Inner Ruler, the immortal.
The mind itself is an instrument: a man thinks, and the mind is ruled from within by Another. Thought does not know its Thinker — which is why the mind does not find the ātman until the ātman reveals himself.
