as from a fire laid with damp fuel clouds of smoke go forth separately, so, my dear, from the breathing-out of this great Being came the Ṛg-veda, the Yajur-veda, the Sāma-veda, the Atharvāṅgirases, the histories, the purāṇas, the sciences, the upaniṣads, the verses, the sūtras, the expositions, the commentaries, sacrifices, oblations, food, drink, this world, the other world and all beings: all these are His breathings-out.

The parable of the smoke, in an enlarged recension: to the sacred texts of the first version (2.4.10) are added sacrifices, oblations, food, drink, both worlds and all beings! Not the Veda only but the whole of reality is declared niḥśvasita, the outbreath of the great Being: the worlds are breathed out like words.
This is one of the broadest formulas of theology in all the Veda: creation is the breathing of God; between "said" and "made" there is no difference. Everything that is, is the warm vapour of His breath in the cold of non-being; and the reader of scripture and the drinker of water alike partake of the outbreath of the One.
