He whose ātman has been found and awakened, having entered into this cramped thicket, is the maker of all: he is the doer of everything; his is the world — he is the world itself.

The answering side: one whose ātman has been "found and awakened" (anuvittaḥ pratibuddhaḥ) — even though he has "entered into this cramped thicket" (gahane praviṣṭaḥ — into the jungle, the backwoods of the body!) — is viśvakṛt, the maker of all: "his is the world, he is the world itself".
Awakening does not wait for better conditions: in the same thicket of flesh where the unawakened sleep, the one who has known becomes master of creation — that same Maker of dream and waking worlds (4.3.10) who has recognised his trade. "He is the world itself" is no delusion of grandeur but the end of estrangement: the world has ceased to be a foreign land and become one's own, to the point of identity.
