The summation of the eight beats is the formula of the dual world: yatra vā anyad iva syāt — "where there is as it were another" (iva! — even in waking, duality is only "as it were"), there all eight pairs are at work: one sees another, one hears another… Objective knowing is the regime of separation: to see, one must be fenced off from the seen.
All our experience is a meeting across the fence of "otherness". The Upaniṣad does not scold this regime (waking life and its loves live by it) — it only shows its conditionality: the fence is "as it were". And so it prepares the last step: what happens when the fence falls?
