He (Krishna) was not very pleased at heart, yet even so he let the discord pass; and the terrible, ever-growing lawlessness that began with the game of dice he left unchecked for a time, without intervening.

Although displeased, the Lord lets the discord and the mounting evil that began with the dice game run its course. Here something important is shown: the Lord is not indifferent -- He is displeased -- yet He allows lawlessness to ripen, so that the destined retribution (the war) may lift the burden of impious kings from the earth. This is part of the purpose of His descent: "for the protection of the righteous and the destruction of the wicked" (Gita 4.8). His "non-intervention" is not weakness but sovereign patience: He allows free will and the ripening of karma to run their course, so as to intervene at the appointed hour for the sake of His devotees.
